You didn’t read story. The alleged crimes happened while he was still a US citizen.
I did just read the story on a different website, and it says he was indeed no longer a citizen when he helped with the training. He had apparently had filed everything to renounce his citizenship a few years before this all took place.
Additionally, the school he was teaching at was in South Africa, where some Chinese students were attending. It’s not like he waltzed over the Beijing with classified materials.
The whole thing reads like a crocked up sinophobic nothing burger.
The accusations date to 2010 and he gave up his citizenship in 2012.
