Is the city council under the impression that tourists will arrive, fail to find a tour guide, then just shrug and go home? I agree that tourist congestion has gotten worse in recent years (a friend of mine recently moved, citing this exact reason), but this is going to do exactly nothing to stop it.

Even if it doesn’t stop tourists from coming, it will bring in more revenue for the local authorities and inhabitants.Just read the whole story the cost goes to the local guides, not the tourists.
I think it’s more so profiting off the popularity of the tour guides. And maybe the could hire an extra PT staff to process all the applications
Is it to prevent? Or just bring more tourism money to the town?
