The thing is, they also cost money. They will owe residuals to actors and writers. There are also some other motives.

Honestly, I kinda suspect it’s one of those things they make periodically so they can extend their copyright.
There should be a rule if this isn’t put out for the public then it doesn’t exist therefore no extension
There is. I mean it’s not a law but most contracts that provide rights extensions when exercised usually require that the thing is actually released.
