Some do, some don’t.
It depends on how big a monopoly you’re local internet providor has. Mine has a total monopoly. We have a data cap but we can pay 50$ extra a month to get rid of it. It’s a total scam.

Maybe they have an app where it streams the contents of your washer to you live 24/7. Sounds stupid, but that is the only thing I could even imagine.
