To use Google messages you must sign in to one of your google accounts, even though that was not a requirement until today that I know of or was aware of.
How is this not being able to use your phone?
If you own a device it does what you want. If you don’t own the device it does want you want only if the real owner says you can.
Google wants you to have a profile to better track you, and activity make it difficult to remove and replace default apps. The features in the image may not even require an account in principal or in practice.
The features in the image very obviously require connection to Google servers, and requiring an account to connect to someone’s servers is entirely normal and justified behavior.
