Starlink kits are being sold and licensed though online stores in Dubai (by Russia, via proxies).
They are being used over Crimea. Their use over Russia is disabled, but they work over Ukraine, including Crimea.
Starlink obviously knows all of this and could easily shut it down if they wanted to. They have not responded to requests for comment. Nor has the Pentagon.
